IV. Promote industrial transformation and upgrading
 
(XI) Improve manufacturing level. Build a national general aviation industry R&D and innovation system, encourage the establishment of a general aviation industry innovation platform, improve the independent R&D and production capabilities of key technologies and components, accelerate the improvement of localization level, and develop general aviation products with independent intellectual property rights, high quality and low price. Support the development and application of large amphibious aircraft, new energy aircraft, light business aircraft, civil helicopters, multi-purpose fixed-wing aircraft, professional-grade drones, and supporting engines, airborne systems, etc. Promote the application of new technologies such as Beidou navigation and broadcast automatic surveillance, develop core equipment suitable for my country's low-altitude airspace communication, navigation, surveillance, meteorology and air traffic service needs, carry out the construction of major airworthiness certification laboratories, etc., and improve the management and technical level of industry operation, service, and safety.
 
(XII) Promote industrial agglomeration. Priority will be given to the construction of 50 comprehensive or professional demonstration areas in places with airspace, land and other conditions to promote the agglomeration and development of the general aviation industry. Cultivate and build leading general aviation manufacturing enterprises with international advanced levels, gradually form a group of backbone enterprises with core competitiveness, support many small and medium-sized enterprises to gather innovation, and develop advanced general aviation equipment, professional supporting systems and equipment. Promote innovation in operation services, strengthen the construction of comprehensive support capabilities, and promote the pilot implementation of management reform measures in the region. Encourage local innovation of supporting policies, actively attract social capital, develop general aviation advantageous industries that are closely linked to the local economy, and give play to the driving role of the general aviation industry in regional economic development.
 
(XIII) Deepen international cooperation. Actively connect with and absorb high-quality resources in the international general aviation industry, strengthen cooperation in the fields of general aviation manufacturing, operation management, flight training, etc., introduce, digest and absorb advanced technologies, and improve the design and manufacturing level of my country's general aviation products. Innovate international cooperation models, encourage the establishment of general aviation international R&D cooperation platforms and international general aviation engineering centers, and enhance technological innovation capabilities. Encourage and support general aviation enterprises to rely on the "Belt and Road" strategy, free trade zones and other policy advantages to promote general aviation products with comparative advantages to "go global", actively explore foreign markets, and enhance the international competitiveness of independent brands.
 
V. Expand the opening of low-altitude airspace
 
(XIV) Scientifically plan airspace. Timely summarize and promote the experience of pilot reforms in low-altitude airspace management, achieve seamless connection between surveillance airspace and reporting airspace below 3,000 meters true altitude, set up low-altitude visual flight routes, and facilitate the rapid and maneuverable flight of general aviation aircraft. Research, formulate and organize the implementation of airspace classification standards, set up controlled airspace in important areas such as national (border) border areas, air restricted areas, national key prevention and control target areas and key air defense targets, including airways, approaches (terminals) and airport control areas, etc., for civil aviation use, to ensure the safety of important targets and civil aviation flights.
 
(XV) Optimize flight services. Improve the basic aviation intelligence data system, formulate and publish visual flight charts, publish flight dynamics and weather conditions of surveillance airspace and reporting airspace in real time, and enhance the aviation intelligence, aviation meteorology, flight intelligence and warning service capabilities in low-altitude airspace. Simplify the procedures for approval of general aviation flight missions, flight plan application and approval (filing). In principle, general aviation users only need to apply for or file flight plans with one air traffic control unit. For flight activities involving controlled airspace, flight plans and air traffic control permits must be applied for. Long-term flight plans only need to be applied for once. Flight plans involving only surveillance airspace and reporting airspace can be implemented after filing.
 
(XVI) Improve approval efficiency. Applications for flight plans within flight control zones should be submitted 4 hours before takeoff, and the approval unit should approve them 2 hours before takeoff. For flights beyond flight control zones within flight control areas, applications should be submitted 8 hours before takeoff, and the approval unit should approve them 6 hours before takeoff. For flights across flight control areas, applications should be submitted before 15:00 one day before takeoff, and the approval unit should approve them before 18:00 one day before takeoff. For surveillance airspace flight plans, aviation users should file with the flight plan acceptance unit 2 hours before takeoff, and the flight plan acceptance unit should file with the air traffic control department 1 hour before takeoff. For reporting airspace flight plans, aviation users should file with the flight plan acceptance unit 1 hour before takeoff. Flight plans for emergency rescue, disaster relief, medical rescue, counter-terrorism and other urgent and special general aviation missions should be approved as soon as they are reported.
 
VI. Strengthening the whole-process safety supervision
 
(XVII) Strengthening airworthiness management. According to the existing division of responsibilities, the National Development and Reform Commission is responsible for approving the manufacturing projects of 6-ton/9-seat general aircraft and above and 3-ton and above helicopters, and other projects are approved by provincial people's governments. The Ministry of Industry and Information Technology is responsible for improving the industry standards for general aviation production and manufacturing, and formulating the production standards and specifications for civil unmanned aerial vehicles. The Civil Aviation Administration is responsible for improving the airworthiness standards and certification procedures for general aviation aircraft and parts, improving the type certification capabilities of general aviation aircraft, strengthening the airworthiness management of aviation fuel, and achieving full coverage of airworthiness management.
 
(XVIII) Ensure operational safety. Establish a cross-departmental and cross-domain general aviation joint supervision mechanism to form a full-process and traceable safety supervision system, led by the Office of the National Air Traffic Control Committee and the Civil Aviation Administration, and implement general aviation operation safety supervision in accordance with the principle of "ground control as the main and air disposal as the auxiliary", classified and graded, and each has its own responsibilities. The Civil Aviation Administration is responsible for building a general aviation safety supervision platform, making full use of modern information technologies such as mobile Internet and big data, improving the monitoring and tracking capabilities of general aviation ground and air activities, and realizing real-time monitoring of flight dynamics. The Ministry of Industry and Information Technology is responsible for the planning and management of radio frequencies for civil drones. The military is responsible for verifying and handling illegal and irregular flight activities in the air, and the public security department is responsible for "grounding and checking people", cracking down on illegal and irregular behaviors such as "black flying", and ensuring the safety and order of low-altitude flights.
 
(XIX) Regulate the market order. Give full play to the role of enterprises as market entities, reduce administrative intervention, simplify the approval (filing) procedures for the purchase of imported aircraft, and encourage general aviation enterprises to start businesses and diversify their development. Formulate and improve relevant system standards, regulate industry access, improve the airworthiness of general aviation aircraft, and strengthen in-process and post-process supervision. Strengthen the construction of the credit system in the general aviation field, strengthen industry self-discipline, and gradually form a unified, standardized, and orderly general aviation market.
 
VII. Guarantee Measures
 
(XX) Strengthen organization and implementation. Local governments should earnestly assume the main responsibilities of promoting industrial development and strengthening safety supervision, formulate support measures scientifically according to the actual development of the region, and give full play to the enthusiasm of enterprises. Relevant departments and units should perform their duties conscientiously and cooperate closely in accordance with the division of functions, strengthen guidance and coordination in planning, safety supervision, major projects, etc., improve support policies and measures, strengthen public opinion propaganda and guidance, and promptly study and solve problems in flight support.
 
(XXI) Increase financial support. Fully mobilize social forces, raise funds in various ways and from multiple parties, increase financial support for general aviation public services such as medical rescue, emergency response, disaster prevention and mitigation, and transportation services in remote areas and areas with inconvenient ground transportation, expand the scope of government purchase of services in the general aviation field, and improve existing subsidy policies. Encourage enterprises and individuals to invest in the general aviation industry, and support the cooperation between the government and social capital in the construction and operation of general aviation.
 
(XXII) Improve laws and regulations. Promote the revision of the Civil Aviation Law of the People's Republic of China and the Regulations on General Aviation Flight Control, and study and formulate aviation laws, airspace flexible use management methods, and unmanned aircraft flight management regulations. The Civil Aviation Administration should further improve the construction standards of general aviation airports and implement classified and graded management.
 
(XXIII) Strengthen talent training. Support colleges and vocational schools to open general aviation majors and cultivate professional and technical and management talents in flight, airworthiness, aircraft and engine manufacturing and maintenance. Encourage social capital to invest in general aviation training institutions and improve the joint training capabilities of high-level talents at multiple levels and through multiple channels.
