(III) Development goals.
By 2020, more than 500 general airports will be built, and cities at or above the prefecture level will basically have general airports or transport airports that provide general aviation services, covering major agricultural production areas, major forest areas, and more than 50% of 5A-level tourist attractions. The number of general aviation aircraft will reach more than 5,000, with an annual flight volume of more than 2 million hours, and a group of general aviation enterprises with market competitiveness will be cultivated. The level of research and development and manufacturing of general aviation aircraft and the rate of self-reliance will be greatly improved, and the proportion of domestic general aviation aircraft in the general aviation fleet will be significantly increased. The economic scale of the general aviation industry will exceed 1 trillion yuan, and a safe, orderly and coordinated development pattern will be initially formed.
II. Cultivate the general aviation market
(IV) Strengthen transportation services. Give full play to the characteristics of general aviation "small aircraft, small routes, and short voyages", adapt to the travel needs of the people in remote areas and areas with inconvenient ground transportation, actively develop short-distance transportation, provide diversified aircraft services, and realize normal transportation. Encourage regions with conditions to develop business aviation to meet personalized and efficient travel needs.
(V) Expand public welfare services and production applications. Encourage and strengthen the application of general aviation in disaster relief, medical rescue and other fields, improve the aviation emergency rescue system, and enhance rapid response capabilities. Expand the area of general aviation agricultural and forestry operations, basically realize aviation forest protection in major forest areas, and promote the application of general aviation in industrial and energy construction, land and geological resource exploration, environmental monitoring, communication relay and other fields.
(VI) Encourage aviation consumption. Promote the integration of general aviation with the Internet and creative economy, and expand new forms of general aviation. Promote the combination of general aviation and tourism, and carry out aerial tours in suitable areas. Encourage the development of flight training and increase the proportion of pilot license holders. Actively develop non-commercial general aviation such as personal use and corporate self-use, and encourage aviation sports and experience flights. Use exhibitions, flight events, aviation cultural exchanges and other activities to support the development of social groups such as general aviation clubs and general aviation enthusiasts associations, and expand the group of general aviation enthusiasts and consumers.
3. Accelerate the construction of general airports
(VII) Optimize planning and layout. Improve the comprehensive transportation system, strengthen the overall layout planning of general airports, and do a good job in connecting with various modes of transportation. Build general airports in remote areas, areas with inconvenient ground transportation, and around hub transportation airports with an annual passenger throughput of more than 10 million to improve transportation conditions. Build general airports in areas prone to natural disasters and densely populated areas such as large cities with serious ground traffic congestion to meet the needs of disaster rescue, medical rescue, anti-terrorism and public management. Build general airports in key industrial clusters such as aviation manufacturing, major agricultural product production areas, key state-owned forest areas, etc., to serve general aviation activities such as industry, agriculture, and forestry. Build general airports in world natural and cultural heritage, national scenic spots, important sports industry bases, etc., to promote the development of aerial sightseeing, aviation sports, flight training, etc.
(VIII) Reasonably determine standards. Comprehensively consider conditions such as population, land, airspace resources, transportation, and industrial foundation, based on market demand and development reality, and promote the construction of general airports in accordance with local conditions. Reasonably determine the scale and standards of general airport construction. General airport facilities should adhere to the principles of economy, applicability, beauty and greenness, and save investment and reduce operating costs while ensuring safe operation.
(IX) Improve the review process. The provincial development and reform department shall organize the preparation of the general airport layout plan within the jurisdiction, obtain the consent of the Civil Aviation Regional Administration and the theater air force (airspace management department), and submit it to the provincial people's government for approval, and copy it to the National Development and Reform Commission, the Ministry of Finance, the Ministry of Transport, the Civil Aviation Administration, the Joint Staff of the Central Military Commission, and the Air Force. New general airport projects shall implement the current regulations and shall be approved (verified) by the provincial people's government in accordance with the approved plan. The National Development and Reform Commission and the Joint Staff of the Central Military Commission shall consult with relevant parties to study and establish a mechanism for upgrading general airports to transport airports.
(X) Overall and coordinated development. Strengthen regional cooperation, promote the construction of comprehensive general airports in the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other regions and key urban agglomerations, ensure general aviation operation services, and create important nodes in the regional general aviation network. Encourage cities where hub transport airports are located to build comprehensive general airports and relieve non-core businesses of hub transport airports. Priority will be given to supporting branch airports to add general aviation facilities, expand business scope, and take into account the comprehensive support of regional general aviation operations and services. Encourage general airports to open to the public and publish information on airports and service support facilities. Guide adjacent regions to break administrative divisions and jointly build and share general airports. Coordinate and accelerate the construction of general aviation air traffic control, fuel storage and transportation, operations, maintenance and other service support facilities.
IV. Promote industrial transformation and upgrading
(XI) Improve manufacturing level. Build a national general aviation industry R&D and innovation system, encourage the establishment of a general aviation industry innovation platform, improve the independent R&D and production capabilities of key technologies and components, accelerate the improvement of localization level, and develop general aviation products with independent intellectual property rights, high quality and low price. Support the development and application of large amphibious aircraft, new energy aircraft, light business aircraft, civil helicopters, multi-purpose fixed-wing aircraft, professional-grade drones, and supporting engines, airborne systems, etc. Promote the application of new technologies such as Beidou navigation and broadcast automatic surveillance, develop core equipment suitable for my country's low-altitude airspace communication, navigation, surveillance, meteorology and air traffic service needs, carry out the construction of major airworthiness certification laboratories, etc., and improve the management and technical level of industry operation, service, and safety.
(XII) Promote industrial agglomeration. Priority will be given to the construction of 50 comprehensive or professional demonstration areas in places with airspace, land and other conditions to promote the agglomeration and development of the general aviation industry. Cultivate and build leading general aviation manufacturing enterprises with international advanced levels, gradually form a group of backbone enterprises with core competitiveness, support many small and medium-sized enterprises to gather innovation, and develop advanced general aviation equipment, professional supporting systems and equipment. Promote innovation in operation services, strengthen the construction of comprehensive support capabilities, and promote the pilot implementation of management reform measures in the region. Encourage local innovation of supporting policies, actively attract social capital, develop general aviation advantageous industries that are closely linked to the local economy, and give play to the driving role of the general aviation industry in regional economic development.
