People-oriented, safety shaped 2024 Asia-Pacific Aviation Safety Symposium held in Beijing

On August 13, the 2nd Asia-Pacific Aviation Safety Symposium, co-organized by the Civil Aviation Administration of China, the Civil Aviation Authority of Singapore and the Flight Safety Foundation of the United States, opened in Beijing. The theme of this symposium is "People-oriented, Shaping Safety", aiming to explore the challenges facing aviation safety and share safety management experience and best practices. At the opening ceremony of the conference, Li Xiaopeng, Minister of Transport of China, delivered an opening speech, Song Zhiyong, Director of the Civil Aviation Administration of China, and Salazar, Secretary General of ICAO, delivered keynote speeches, and Hassan Shaidi, Chairman and CEO of the Flight Safety Foundation, and Han Guoyuan, Director of the Civil Aviation Authority of Singapore, delivered welcome speeches. Hu Zhenjiang and Liang Nan, Deputy Directors of the Civil Aviation Administration of China, attended the opening ceremony of the conference.

Li Xiaopeng welcomed all the guests in his speech. He pointed out that the civil aviation industry is efficient, convenient, flexible, powerful and international. It is an important part of the modern comprehensive transportation system and is of great significance to the construction of an open world economy. The Asia-Pacific region is the world's largest and fastest-growing regional air transport market, and this year's contribution to global air passenger growth will exceed 50%. With the continuous advancement of China's modernization process, the development of China's civil aviation industry will continue to bring stronger momentum and broader opportunities for the growth of civil aviation in the Asia-Pacific region and even the world. China is willing to work with all countries to uphold the concept of consultation, joint construction and sharing, adhere to safety first and development first, continue to strengthen cooperation in maintaining aviation safety, promoting green development, and building industry resilience, and jointly promote the construction of the Air Silk Road, common development, win-win cooperation, inject new momentum into world economic growth, and open up new space for global development.

Song Zhiyong delivered a keynote speech on "Life first, safety first, people-oriented construction of higher level of civil aviation safety". He said that China's civil aviation has always been committed to actively contributing to the development of global civil aviation safety, and the modernization level of governance system and governance capacity has been continuously improved. He pointed out that only by firmly establishing the concept of safe development, constantly strengthening people's safety awareness, strengthening the construction of professional teams, constantly strengthening people's qualifications and capabilities, improving the level of legal governance, constantly standardizing people's safety behavior, continuously promoting science and technology to promote safety, and constantly improving people's work efficiency, can we better shape civil aviation safety; only by strengthening international exchanges and cooperation, sharing safety experiences and achievements, can we better shape common safety. He emphasized that the development of global civil aviation safety still faces many risks and challenges. He hopes that the civil aviation of countries in the Asia-Pacific region will create a more open, inclusive and positive safety culture, strengthen talent training and scientific and technological support, promote international and regional cooperation and exchanges, and jointly promote the Asia-Pacific region and even the world's civil aviation industry to achieve high-level safety and high-quality development.

Salazar said in his keynote speech that the core of aviation safety is people. While embracing new technologies and responding to global challenges, we must not ignore the impact of human factors on aviation safety, and we must attach great importance to system safety management. ICAO has long been committed to promoting aviation safety and sustainable development, and through strengthening organizational optimization, business innovation, talent introduction, collaborative cooperation, resource optimization and other aspects, it continues to promote the realization of long-term goals such as zero deaths in aviation accidents or incidents, net zero carbon dioxide emissions in the global aviation industry in 2050, and the establishment of a reliable, accessible, and seamless air transport network. In the next step, it is hoped that government departments, enterprises and international organizations of various countries will work together to promote safer, more efficient and sustainable development of the global civil aviation industry, and contribute more civil aviation power to the economic and social prosperity and development of various countries.

This seminar has more than 450 civil aviation authorities, international organizations, airlines, airports, air traffic control, scientific research unit leaders and experts and scholars from 23 countries. A series of keynote speeches, high-level seminars, group discussions and other activities will be held to conduct in-depth discussions on safety culture, runway safety, artificial intelligence, talent selection, training methods, personnel capacity rust response, fatigue risk management, mental health management and other topics. 20 Chinese and foreign companies, colleges and universities, associations, such as COMAC and Boeing, will use the conference platform to display. During the meeting, participants will also visit Beijing Daxing International Airport and China Civil Aviation Operation Management Center, Meteorological Center, and Intelligence Management Center for technical visits.
