Recently, the newly revised "Measures for the Administration of Aviation Sports" (hereinafter referred to as the "Measures") was announced and will come into effect on October 1, 2024. This is the first comprehensive and systematic revision of the "Measures" since it was promulgated and implemented in 1991. 33 years later. This revision is an important measure to implement the newly revised "Sports Law of the People's Republic of China" and standardize the management of aviation sports. It is of great significance to ensure the safety of aviation sports and promote the development of aviation sports. (Implemented on October 1! The new version of the "Measures for the Administration of Aviation Sports" was officially released, encouraging all regions to build aviation flight camps and other aviation sports venues and facilities (full text + interpretation)) Adapt to the development of the times and promote the construction of a strong sports country. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has been very concerned about the development of sports. General Secretary Xi Jinping has made important expositions and important instructions on sports work many times, providing a fundamental guideline for doing a good job in sports work in the new era. The "Outline for the Construction of a Strong Sports Country" issued in 2019 incorporates the strategy of a strong sports country into the overall situation of national economic and social development, and gives the sports industry a new historical mission. As an important part of the sports industry, aviation sports are welcoming unprecedented development opportunities. Facing the requirements of the new era, the limitations of the original "Measures" are becoming increasingly prominent, and revision is imperative. The introduction of the new "Measures" aims to promote the standardized management of aviation sports by improving the legal system, breaking the bottlenecks that restrict development, and contributing to the construction of a sports power. Clarify the management structure to ensure effective governance. Due to its cross-domain characteristics, aviation sports involve the coordinated management of multiple departments such as sports, civil aviation, and the military, which is prone to blurred management boundaries and overlapping responsibilities. In response to this phenomenon, the newly revised "Measures" adopts the definition logic of sports events as the core, which is generally recognized by the sports community, reinterprets the meaning of aviation sports, and clarifies that the management scope mainly focuses on aviation sports events and related training, popularization and education. At the same time, taking into account the particularity of aviation sports, the new "Measures" emphasizes that aviation sports involve civil aviation, air traffic control, radio and other aspects, and also need to accept the relevant business management of other competent departments at the same time, ensuring effective collaborative management across departments. In addition, the Measures further refine the functional positioning of various management entities and aviation sports associations within the sports department, and build a management framework with clear levels and responsibilities, providing institutional guarantees for the effective governance of the field of aviation sports. Strengthening safety management to protect the interests of the country and the public The technical expertise and high risk of aviation sports determine its extremely high requirements for safety assurance, which is directly related to the country's political security, air defense security and the safety of life and property of the public. With the deepening of my country's low-altitude airspace management reform and the surge in aviation sports activities, the shortcomings of some practitioners in safety awareness, standard implementation and flight organization have led to frequent safety problems. With safe development as the core, the revised Measures comprehensively regulate all key links of aviation sports, including the qualifications of practitioners and personnel, safety standards of equipment and facilities, and the organization process of events, etc., striving to build a complete and strict safety management system to prevent safety risks in aviation sports and protect the safety rights and interests of the country and the public. Assisting the low-altitude economy and stimulating industrial vitality As an emerging industry form that has attracted much attention in recent years, the low-altitude economy is gradually becoming a new engine to drive economic growth. The Air Traffic Control Center of the General Administration of Sport of China will take this revision of the Measures as an opportunity to accelerate the construction of a comprehensive aviation sports regulations system with the new Measures as the core, covering single management specifications, supporting regulations and association group standards. At the same time, it will actively carry out policy publicity and guidance, hold special training for athletes, coaches, referees and other practitioners, create a strong atmosphere for learning regulations, promote aviation sports to move forward steadily on the track of the rule of law, and contribute to the construction of a strong sports country.
