Recently, Shenzhen, Ganzhou and the Civil Aviation Administration's directly affiliated China Academy of Aviation Technology have reached important cooperation in the field of low-altitude economy. On August 2, Nankang District UAV Company and the Civil Aviation Science and Technology Research Institute of China (referred to as "China Academy of Aviation Technology") and Shenzhen Low-altitude Industry Service Co., Ltd. signed a strategic cooperation agreement in Shenzhen, and the China Academy of Aviation Technology Shenzhen-Ganzhou UAV Airworthiness Certification Technical Service Center (Base) was successfully established.

The three parties will cooperate to carry out UAV airworthiness certification technical services in Ganzhou and Shenzhen. The two places will set up the Shenzhen-Ganxi UAV Airworthiness Certification Technical Service Center (base) of the Academy of Aviation Sciences in each other, relying on the Ganzhou Low Altitude Economic Industrial Park (Nankang Longhui ) is based on the complete testing environment, testing equipment, airspace conditions, etc., and the Academy of Aviation Sciences outputs technical support, provides solutions, and guarantees service capabilities as support and gives full play to the market guidance and regional platform construction of Shenzhen Low Altitude Industry Development Service Co., Ltd. role, jointly build six major platforms including engineering testing of components, testing and certification of new complete aircraft products, airspace management for low-altitude flights, flight takeoff and landing in multiple modes, pilot-controlled driving training, and popular science research for government, enterprise, and academic research. The industrial cooperation model of "Shenzhen R&D + Nankang Manufacturing", "Shenzhen Application + Nankang Certification", and "Shenzhen Headquarters + Nankang Base" will build a "Shenzhen Special Economic Zone + Old Revolutionary Area" integrated development pilot demonstration zone.
 
The China Academy of Science and Technology for Civil Aviation is a public institution directly under the Civil Aviation Administration of China. It is a comprehensive scientific research institution approved by the Central Organization Department and the Ministry of Science and Technology. It is mainly engaged in scientific and technological research on civil aviation safety and development, providing technical support for the decision-making and supervision and management of the Civil Aviation Administration, and providing scientific and technological services for civil aviation enterprises and institutions and aviation product manufacturers. At the same time, it has established a UAV airworthiness certification center authorized by the Civil Aviation Administration and the first civil UAV inspection center certified by CNAS. It is the main unit supporting the formulation of laws, regulations and standards for unmanned aircraft.
 
Shenzhen Low-altitude Industry Development Service Co., Ltd. is a low-altitude economic state-owned asset platform established in accordance with the strategic deployment of the Shenzhen Municipal Party Committee and Municipal Government to build a low-altitude economic center. Its functional positioning is to achieve the market grasper of the global leading low-altitude economic center strategy, the promoter of the world-class low-altitude industry, the construction and operation of low-altitude public new infrastructure, and an important participant in ensuring low-altitude flight safety.
 
Ganzhou Nankang District UAV Industry Development Co., Ltd. is authorized by the Nankang District Party Committee and District Government to be responsible for the construction, management and operation of the Ganzhou Civil Unmanned Aviation Test Zone. At the same time, it is responsible for attracting investment for the city's low-altitude economic industries and for the operation and management of the Ganzhou Low-altitude Economic Industrial Park. It is an enterprise with a government identity and state-owned background.
 
According to reports, China Ganzhou Low-altitude Economic Industrial Park is located in Longhui Town, Nankang District, Ganzhou City (next to the Longhui exit of Ganyue Expressway). It is jointly built by ministries and commissions, government guidance, enterprise participation, and market operation. It is the first low-altitude economic industrial park in the country that integrates production and manufacturing, flight test inspection, and display experience. The park built a 1,000-acre flight test base in accordance with general airport standards, and built an 800x30-meter general aviation flight runway, 3 hangars, 500,000 square meters of standard factory buildings, low-altitude supervision platforms and other basic supporting facilities, which can carry composite wing fixed-wing, long-flight large and medium-sized UAVs and light sports aircraft tests. In addition, with the national UAV testing center as the construction standard, a 2,000m² UAV airworthiness comprehensive testing laboratory and 2 jet wind tunnel laboratories have been built to carry out UAV whole system, battery system, avionics system, power system and other module tests. It has comprehensive environmental, mechanical structure, wind resistance and other testing capabilities, creating a one-stop comprehensive UAV airworthiness testing center.
 
In terms of airspace resources, the Air Force approved two airspaces applied for by the Nankang District UAV Company. One is the 44,000 square kilometers (200 meters true altitude) of UAV regular flight airspace, covering three provinces, Guangdong, Fujian, and Jiangxi, and 32 cities, districts, and counties, which is one of the largest flight airspaces in the country. The other is the 5,574 square kilometers of manned flight airspace with a true altitude below 1,000 meters, covering Nankang District, Ganxian District, Chongyi County, Xinfeng County, Dayu County, Shangyou County of Ganzhou City, and Suichuan County and Wan'an County of Ji'an City.
 
Next, Ganzhou Nankang District UAV Industry Development Co., Ltd. will actively cooperate with the Civil Aviation Science and Technology Research Institute of China and actively cooperate with Shenzhen Low-altitude Industry Development Service Co., Ltd. to give full play to the counterpart support advantages of the Civil Aviation Administration of China, and strive to open up the "green channel" of "immediate reporting and immediate review, immediate review and immediate issuance" for UAV airworthiness certification technical services, and take the lead in exploring the "Ganzhou model" for the development of low-altitude economic industries and the "Nankang experience" for UAV airworthiness certification technical services.
